Enhancing IP Protection through Inter-department Collaboration

Now China is witnessing profound and complex changes in its domestic and foreign environments. It's of great significance to comprehensively enhance IP protection and elevate IP protection to the level of national strategy, and to pool the efforts of IP protection of all the sectors so as to inspire innovation vitality and build the new development pattern. The whole-chain IP protection mechanism is being built. The Supreme People's Court and the China National Intellectual Property Administration ("CNIPA”) have built the online docking mechanism of litigation and mediation with regard to IP disputes. The Supreme People's Procuratorate has created the IP Procuratorial Office. CNIPA continues to strengthen the coordination and cooperation with public security organs and customs authorities. Therefore, how will the government departments collaborate to solve the problems faced by IP owners when defending their legitimate rights, including "difficulty in collecting evidence, long litigation period, high cost and low compensation”? All the local agencies governments make their attempt in this regard as well. China's first guidance document for strengthening IP protection across provinces has been issued. What example has this official document set in promoting the regional IP protection? This session will invite the representatives from courts, procuratorate, the CNIPA , local IP offices, public security organs and enterprises to deliberate on IP protection in terms of IP examination and granting, administrative law enforcement, judicial protection, arbitration and mediation, and industry self-discipline.

Currently, the new economy, especially digital economy, is expanding rapidly, and are constantly spawning new industrie, new business forms and new business models. As the new generation of information and communication technology, 5G is the main arena where the world's leading communication enterprises face intense competition over patent commercialization. The application of 5G patent technologies promotes the merging of information and communication technologies with real economy, especially manufacturing industry, and generates the new digital application scenarios, thus offering a vigorous support for economic development through improving quality, efficiency and driving force.With the focuse on the protection and application of 5G patents, the breakout session will bring together experts from operators, chip manufacturers, equipment manufacturers, suppliers and other enterprises involved in the 5G industry to exchange views on strategy for the enforcement of 5G SEP to seek the balance between innovation protection and commercial value.
