Song Liuping

Senior Vice President, Chief Legal Officer and Chief Compliance Officer of Huawei Technology Co., Ltd.

Mr. Song was admitted to the National University of Defense Technology in 1983, where he earned his bachelor’s, master’s and doctorate degrees in electronics and communication. From 1994 to 1996, Mr. Song conducted his postdoctoral research at Beijing Institute of Technology. In 1996, he joined Huawei and since then has been engaged in managing product strategic planning, external cooperation, intellectual property, standards, information security, and legal affairs. In the past 20 years, under his leadership, Huawei has filed more than 110,000 patent applications worldwide. His job as the chief compliance officer has shaped the first compliance system of Huawei (covering trade compliance). Mr. Song has played an indispensable role in the corporate-level major projects and negotiations and cooperation on IP. He has presided over or taken part in the cooperation of Huawei with Nokia, Ericsson, Qualcomm, Motorola, Nortel Networks, Siemens, etc., and the property merger and joint venture with Emerson and 3COM, as well as litigations of Huawei with Cisco, Shanghai Huke, and Motorola. He led and took care of the entire process of building the compliance system of Huawei from scratch and proposed “leveraging the international rules to fight international opponents”, “one strategy in one country”, “responding to the uncertainty of the external environment with the certainty of compliance”, and other corporate compliance concepts. Mr. Song also serves as an expert at the National Intellectual Property Strategy Advisory Committee, expert at the Intellectual Property Advisory Committee for the Shanghai Municipal Government and the Guangdong Provincial Government, and the vice chairman of the Shenzhen Patent Association. He used to be the vice chairman of the Patent Protection Association of China and the vice chairman of the China Intellectual Property Society. In addition, he was selected into the “First Group of Top 10 Most Influential People in IP Protection in China”.
