Bi Chunli

Deputy Director of the Intellectual Property and Innovation Development Center of China Academy of Information and Communications Technology

Bi Chunli, the Deputy Director of the Intellectual Property and Innovation Development Center of China Academy of Information and Communications Technology, holds a title of senior engineer, and graduated from Beijing University of Posts and Telecommunications with a doctor’s degree. She is an advisor for the Beijing Municipal Science and Technology Commission and the Beijing Natural Science Foundation of China, and the leader of the IMT-2020 (5G) Intellectual Property Working Group. She has been engaged in the research on industrial standards, intellectual property, competition policies, open source, and patent pool, among others, in the field of information and communications. She presided over a number of national and provincial scientific research projects, and made the major contribution to drafting some white papers including the 5G+ Industrial Standard Patent Development Trend (2020) and the 5G+ Industrial Standard Essential Patent Development Trend (2021). In addition, she has published several articles on these subjects.
