Song Hefa

Deputy Dean of the School of Intellectual Property, University of the Chinese Academy of Sciences, Head of the Intellectual Property Research and Training (Center) of the Chinese Academy of Sciences

SONG Hefa, holding a doctor’s degree, is a doctoral supervisor, a researcher of the Institute of Science and Technology Strategy Consulting of the Chinese Academy of Sciences, the deputy dean of the School of Intellectual Property, University of the Chinese Academy of Sciences, and the head of the Intellectual Property Research and Training (Center) of the Chinese Academy of Sciences. He also serves as the executive deputy director of the Intellectual Property Policy Professional Committee of the Chinese Society for Science and Technology Policy, the secretary-general of the China High-Tech Industry Promotion Association, and a member of the editorial board of Intellectual Property, a journal. His study focuses on polices concerning intellectual property and innovation. Moreover, he is a qualified patent agent. He participated in a series of projects, for example, the “Study on Science and Technology Innovation Tax Policy” (a national high-end think tank project), and the preliminary study on important policies such as the Several Opinions on Improving the Property Right System and Strengthening Intellectual Property Protection, the Opinions on Deepening the Reform of the Science and Technology System and Accelerating the Construction of the National Innovation System, and the Guidelines for Building a Powerful Country with Intellectual Property Rights issued by the Party Central Committee and the State Council. He also took part in the amendment to such laws and regulations such as the Law on Promoting the Commercialization of Scientific and Technological Achievements, the Patent Law, and the Law on Science and Technology Progress as an academic expert to provide consultation and argumentation.
